Hello LandMark

What is the process to obtain new entitlements?

Initiate with Planning and Zoning Pre-Application Review
The entitlement process begins with a pre-application meeting with the local planning or zoning department to confirm current zoning, identify necessary approvals, and outline submission requirements. This step ensures the proposal aligns with local regulations and long-term plans.

  • Staff reviews zoning compatibility, land use goals, and infrastructure availability
  • Applicant receives a checklist of required documents (e.g., site plans, studies, surveys)
  • Helps identify potential obstacles such as environmental constraints or traffic impact

Submit Formal Applications and Supporting Documentation
Once pre-reviewed, the applicant must submit a complete entitlement package, which may include rezoning requests, conditional use permits (CUPs), variances, or site plan approvals depending on the scope of the project.

  • Includes application forms, fees, environmental and traffic studies, and engineering plans
  • Public notices are issued for required hearings or review boards
  • Timeline for initial review typically ranges from 30 to 90 days, depending on jurisdiction

Public Hearings, Agency Review, and Final Approvals
Applications are reviewed by planning staff, followed by public hearings with the planning commission, zoning board, and/or city council. After public input and technical review, a final decision is rendered.

  • May involve one or multiple hearings depending on the complexity
  • Conditions of approval may be attached to final entitlements (e.g., design changes, infrastructure upgrades)
  • Once approved, entitlements are recorded and may have a limited validity period before expiration
