What permitting is required for utility connections?

1. Planning and Building Permissions

Before initiating any utility connections, securing the appropriate planning and building permissions is essential. In Tamil Nadu, this process is governed by the Tamil Nadu Town and Country Planning Act, 1971. Depending on the location and size of the project, applications are submitted to local bodies like Corporations, Municipalities, or the Directorate of Town and Country Planning (DTCP). The application must include detailed site plans, building layouts, and necessary documents such as property ownership proofs. Once approved, a building permit is issued, allowing construction to commence. 

2. Utility-Specific Connection Permits

After obtaining the necessary building permissions, individual utility connections require separate applications 

  • Electricity: Applications are submitted to the Tamil Nadu Generation and Distribution Corporation (TANGEDCO). Required documents typically include proof of ownership or occupancy, approved building plans, and identification proofs. Applications can be made online through TANGEDCO’s portal. ​ 
  • Water and Sewerage: In Chennai, the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) handles these services. Applicants must provide property tax receipts, approved building plans, and other relevant documents. For areas outside Chennai, local municipalities or panchayats manage these connections. ​ 

3. Completion and Occupancy Certificates

Upon completion of construction, a Completion Certificate (CC) must be obtained from the relevant authority, confirming that the building complies with approved plans and regulations. This certificate is crucial for converting temporary utility connections (used during construction) to permanent ones. While an Occupancy Certificate (OC) is not mandatory in Tamil Nadu, obtaining one can be beneficial, especially for future property transactions or legal compliances.
