What documents must be submitted for a full entitlement package?

Core Planning and Zoning Documents
A complete entitlement package begins with foundational materials that establish the development’s compliance with local zoning and land use regulations. These documents ensure the proposal aligns with the general plan and municipal codes.

  • Zoning application or request letter (for rezoning, CUPs, variances)
  • Zoning verification letter and legal description of the property
  • Narrative project description outlining the intended use, density, and purpose

Technical Plans and Supporting Studies
Detailed site-specific technical documentation is required to evaluate the project’s physical, environmental, and infrastructural impact. These reports are reviewed by planning, engineering, and environmental staff.

  • Site plan, grading plan, and utility layout prepared by a civil engineer
  • Traffic impact analysis, stormwater management plan, and SWPPP (if disturbing over 1 acre)
  • Environmental studies (e.g., Phase I ESA, wetland delineation, noise or air quality assessments)

Administrative and Regulatory Attachments
The entitlement package must also include administrative documents, forms, and confirmations needed to process the application and meet public notification and review requirements.

  • Completed application forms with property owner authorization
  • Permit fee receipts, application checklists, and public hearing materials
